Overview

California does not offer a universal ESA for private homeschool. Families seeking public funding enroll as public school students through a nonclassroom-based (independent study) charter or a district Independent Study program. These programs often provide an annual instructional funds budget to purchase secular educational goods/services from approved vendors. Families who homeschool privately by filing the Private School Affidavit (PSA) educate under private school law and do not receive public funds.

Public Charter Independent Study (Nonclassroom-Based)

Independent Study (CDE)

Private School Affidavit (PSA) / PSP (No public funds)

  • Admin: Parent/guardian files PSA; or enrolls in a Private School Satellite Program (PSP)

Eligibility

  • Prior enrollment: Varies by school; most accept new-to-charter students
  • Other criteria: Family signs IS agreement; all publicly funded purchases must be secular and align to new learning

Does California have an ESA for private homeschool?
